Something needs to be clarified as it concerns cities and districts. A statutory city is still statistically and politically a consituent part of the district in which it resides geographically like any other municipality, right? While they may be practically administered seperately and practically independent for the most part from their surrounding district, these statutory cities are still subordinate to their district for some things, right? When the population is given for a district, it includes the population of any statutory cities which may reside in the district? If not, it should be more clearly explained that these cities are totally politically seperate from and independent of the districts in which they geographically reside, and not subordinate to them, that they are independent cities. --Criticalthinker (talk) 08:41, 21 March 2016 (UTC)Reply
