What is the name of the specific British legislation involved here? The naming convention for UK Acts of Parliament is different from that in the US (where it is common to refer to legislation by reference to its sponsor).

"not after"?

This sentence doesn't make sense as written: "By 1928, the Stevenson Act was repealed, but not after expanding Dutch rubber plantations had successfully captured most of the rubber market in the United States. "
