This article is clearly an article on the controversial so called Statsrådsdiktamen (that was controversial particularly internationally). However, the title of the article is currently "Sweden and the Winter War" which could be the subject of an interesting article. Unfortunately, there is a considerable discrepance between the scope of the title and the scope of the article.
However, the article is not a wikipedia:stub. To acknowledge the shortcommings of the article, I put the {{attention}} banner on top of it.
