Channels broadcasting from the UK

It is interesting to read about the broadcasters who operate out of the UK to avoid Swedish regulations, and I have some questions. How do they go about getting included in Swedish EPGs, now that we're in the digital era? Doesn't this count as broadcasting in Sweden, instead of just sending your analogue signals over the border like a pirate station?

Given that most channels attract complaints at least sometimes, what happens when someone wants to complain about something one of these channels has done? Presumably they need to deal with Ofcom in English, and Ofcom then need to get translations done of relevant recordings of these Swedish broadcasters. How well does this system of Ofcom dealing with a matter that is essentially nothing to do with their country except in legal terms function? Something tells me they would hate dealing with these matters and see the presence of controversial foreign broadcasters as a burden on their resources. Apart from the restrictions on advertising, is British regulation perceived as weaker than Swedish regulation? Are there things these channels get away with that they would not be able to do in Sweden?

I'm interested to know if this phenomenon has happened anywhere else, and what the legal situation is for e.g. a British channel broadcasting from overseas to Britain. If broadcasters wanted to avoid unwelcome regulation, you would think this would be more common.

Finally, to what extent are the 'exiled' channels really based in the UK? Do they have studios there, or does everything happen in Sweden apart from a couple of guys in an office putting tapes into a machine (or whatever)? Many of the answers to these questions would be good to include in this article, as they help readers to understand the Swedish broadcasting landscape where regulation is concerned, and the powers and position of the Swedish Broadcasting Commission. Merger proposal

The Swedish Broadcasting Commission (Swedish: Granskningsnämnden för radio och TV) stopped being a separate entity in 2010. However, its name is still being used by Swedish Broadcasting Authority, which is why I'm proposing a merger with that page.
