The Heritage Foundation link is just a political diatribe about government intervention into private-sector economics. It is skewed and some of it's points seem dated (it was written in '04). If the intent is to provide a glimpse into the debate about this type of public policy, perhaps something contemporary with the Corporation would be more appropriate, else that discussion should happen in a discussion of economics and government's role.
