Parler is to speak or to talk, not to say, that would be dire. I've changed that.

I don't think the part with that one gringo president nominée who speaks perfect french belongs to Tây Bôi article. Not only because it lacks sources, but also because a random yank boasting with excellent French is not a good example for an excyclopedia. Also, the 'language' seems to be just broken french used for communication between Vietnamese and Frenchmen - unlike, say, the Haitian Creole. The "Literal English" column is not only confusing, as it doesn't specify which language it's translating, but the phrases would still be similarly nonsensical if you literally translated French in the same way (e.g. J'ai faim --> "I have hunger").
