Good opening topic sentence. Gets to the point with establishing the immediate relevance of the quota system to voting shares of the country within the institution (IMF). Language is clear and gets down to the topics that clearly summarize the details. My only advice would probably be to discuss the super specific details after discussing the broad ideas, but the flow of the article is pretty good as far as the first paragraph that leads into the main idea. I think the second paragraph needs a little more structure as to what you're about to get into in the subsequent "first, second, third reforms" sections, in my opinion. There's plenty of sources so you're good on that no doubt. In the sections talking about reform there could be a bit more specificity in terms of implications of the projects being implemented but it's not exactly lacking anything that is important to the overall topic. There's a good overview of each relevant topic in terms of its relation to the overall program's implementation in the country, but I think it could use a bit more analysis in terms of the projects intentions as well as the long term implications that the programs will create. Other than that the intent of the article is clear and the type of impact the World Bank has in the country has a good introduction in each of the sections you've created so far A section to discuss long term implications/meaning of the projects would definitely add some more clear structure but isn't exactly necessary.
