"Regressive" consumption tax
editIt is not clear to me what Regressive tax means in the introduction of this article ("More than half the total tax is in the regressive form of taxes on consumption").
Is it that one pays a fixed amount, regardless of what one spends? i.e. both people who spend $10 and those who spend $1000 have to pay the same fixed amount to the government, i.e. $10?
