1247 - State helpline. Calling from aroad, for example Finland?

Wikipedia now mentions:

1247 - State helpline

I notice (+372) 600 1247 works from abroad, as you can see in bottom right of this website:

https://www.kriis.ee/en

This does NOT work from abroad: +372 1247, my phone says "not allowed", although I have allowed international calls.

1247 is not in use in every EU country, for example in Finland this number is invalid.
