One problem with the Wikipedia treatment of Texas v Penn is that it is hard to get at exactly what "changing election procedures" Texas objected to. Other articles are referenced, but even when going to those articles, it is hard to really see exactly what the "changing election procedures" were. In the case of Pennsylvania, I believe that Texas claimed that allowing mail-in ballots received up till three days after the election should have been done by the Pennsylvania legislature, not the Pennsylvania executive branch. The Penn supreme court disagreed, saying that the state executive action was a reasonable accommodation to the Covid pandemic. But it is really hard to use Wikipedia to get at this kind of information. Ideally, I think it should be summarized in this article.
