Issued Provided to ever sailor in bootcamp ?

"Every enlistee received the latter, and by World War I, both were being issued to every recruit." At one point that was the case - Highly doubt that is the current status. Interest in that fact. Let think about it currently published and printed by USNI - United States Naval Institute. Would it be cost saving for the Navy itself to publish and print it (we still have Government Printing offices, right?) - Impressive work for the table of all editions.
