Were Thetes ever officially allowed to serve in the Boule?

Were all Thetes expelled in 322 BC?
editI can't tell if the 12,000 Thetes expelled in 322 BC were all of them.
I am assuming that the class of Thete ceased to exist at that time, as they were "disenfranchised" and thetes were previously defined as citizens, but this is only an inference.
Did Thetes exist before Solon's reforms?
