Bill or Act?

Why does the title of the article call this law a Bill when it is now an Act?

It is not an act until it is signed into law by the President. Being passed by both Houses of the Oireachtas is not sufficient. In this case, the President cannot sign the bill unless and until is has been approved at referendum. jnestorius(talk) 11:17, 27 July 2013 (UTC)Reply
