Because it is not correct. His father Admiral Thomas Francis Fremantle was made Baron Fremantle of the Austrian Empire. Okay, but please provide a source - the Austrian barony is not mentioned in the DNB article. I also don't think it should be included in his title at the beginning, regardless, since the title (assuming it existed) wasn't used.
