Yes, as you discover them, they should be deleted if there is no non-infringing material, and it cannot be re-written to remove the violation. Obviously re-writing is preferred to keep the information, but if it is too complex, or you are not sufficiently versed in the subject or copyediting in general, it should be removed and the vio noted in the edit summary. Thomas McDonnell should probably be a disambiguation page

At this point, English Wikipedia has biographical articles on (chronologically):

Two of these are listed at MacDonnell (surname), none of these are especially prominent, and none of these are very helpful for search or navigation. According to WP:NOPRIMARYTOPIC, it's probably time for a knowledgeable editor (administrator?) to set up a disambiguation page specifically for Thomas McDonnell.
