Expand or Delete, September 2021

- Thomas Withers was instrumental in the failures of the early war period for submariners in the pacific with his refusal to act on the Mark 14 torpedo problems (which he was part of the development on). This stub ought to be expanded. A good source that discuss Withers' stance at start of WW2: Blair, Clay, Jr. (1975). "Silent Victory". Philadelphia: Lippincott.
