The article on Tim Conlon the actor should probably remain where it is for now, so we need a disambiguator for this one when it's moved into the article namespace. As there are so far only two articles with this possible name, a hatnote at each will suffice, there's no need for a disambiguation page (which is what we call what you called a reference page above), see WP:TWODABS.
Assuming it complies with copyright and WP:BLP, the article looks good, and ready to be moved to the main namespace. Well done! The main question is its name.
