Municipal of Tipo-tipo

I just wonder how the municipal mayors of Tipo-tipo, Al-Barka and Unkaya Pukan govern their constituencies with loose barangays, or rather, the land area of these municipalities are not continuous. Brgy. Boheh Pahuh is sorrounded by barangays of Tipo-tipo and Al-barka (Baguindan of Tipo-tipo and Cambug, Bohe-Piang and Bucalao of Al-barka) while Cabangalan, Pipil, Danit and Materling of Unkaya Pukan are sorrounded by barangays of both Tipo-tipo and Al-barka. Barangay Silangkun, Baguindan Tipo-tipo Poblacion and Cabangalan are isolated from the rest of Tipo-tipo barangays.
