Sponge city - is this misleading?

The article claims that "sponge city" is a negative term used to refer to Zhengzhou "because of how vulnerable the drainage system was". If this is supposed to be a calque of the Chinese term 海绵城市, I'm not sure this is true. Should this portion of the article be removed? It is completely un-sourced as well, currently.
