Based on reading Pat Mills' book "Be pure! Be Vigilant! Behave!: 2000AD & Judge Dredd: The Secret History" I think this Tony Skinner is the same one as the one who played guitar in Rockbitch, but I can't find anything else that explicitly confirms this (Mills says that Skinner was "a witch" and "a member of a successful and rather outrageous rock band" .
