I understand reconstruction of the Massawa-Asmara railway started out from Massawa, and at the start when they had a few km ready in Massawa, they ran a steam train on it to serve some local transport needs. Must have been in the 1990s, and I remember some photos popping up in the railway press. I have been bold and removed the tramway reference. If anyone can provide a reliable reference than I am willing to be proved wrong. I should point out that the cableway (which I don't doubt existed) is sometimes referred to as a "tramway" and this may have caused some of the confusion.
