Deadly floods

- Update: I upgraded this to start class. Will be defer decision to upgrade to C class to someone who is more experienced in the criteria. Although I think it probably does meet the criteria for rating this as C class (even if it’s just borderline between C and start class). It DEFINITELY IS NOT A STUB.
