School shooting relevant?

I'm curious if you think the school shooting section is really relevant here? The article is about a place, Tulalip, and the shooting did not happen there. Even if you thought the article is defacto about the tribe itself, is his mere ethnicity relevant to the whole tribe? For instance, I'm Norwegian; if it had been me, would it be appropriate to put a section about the shooting in the article for Norway, or even in an article about Norwegian People? Is there really any link here besides 'he was an Indian', or 'he was a Tulalip'? Would it be ok, if it had been someone of very dark skin, to include it as part of an article about African Americans?
