I have never heard of this narrow definition. In the maritime field a coastal state is any state with a coast, for example Australia, Pakistan and Chile.

Connecticut Does Not Touch the Atlantic Ocean

Connecticut does not front the Atlantic Ocean. There are territorial waters of the states of Rhode Island and New York between CT. and the ocean. Connecticut's coast is on the Long Island Sound. Mwikichapedeial (talk) 12:42, 28 November 2017 (UTC)Reply
