I came across this on new page patrol, and I have concerns. I think I've managed to clean it up as much as I am able to; it certainly makes more sense now than it did when I stumbled upon it.
My main concern is the lack of independent 3rd party sources. I was only able to find one independent source about this organization, the one from the Red Cross. That also goes to notability. I'm tempted to nominate this for deletion, especially since I see it's already been deleted twice and salted at a different title [1]. However, this organization may well be more important than it appears to me; I'm inclined to think this is an example of systemic bias since most sources discussing this wouldn't be in English and may be hard for me, at least, to find.
