I saw that there was a Wikipedia entry for Security Council Resolution 687, but not 686, so I created this page using the format for the page for 687. I should also be able to get the full text in a plan-text format and add that as a Wikisource document, like is also available for 687. Until then, I added a link to the list of Security Council Resultions from 1991 from the UN itself, which has the full text of 686 and all the other in PDF. But I guess part of the over-arching philosophy of Wikipedia is to be as self-contained as possible, right? And thus to have primary documents like this within the Wikiverse and not external?
