The existence of the student regent is not required by the constitution of California. See Article IX Sec. 9(c): "The members of the board may, in their discretion, ... appoint to the board... a person enrolled as a student at a campus of the university for each regular academic term during his service as a member of the board." The presence of the words "may" and "in their discretion" clearly indicates that the student regent is not a requirement.
