Looking at the vote total margin and the number of outstanding absentee ballots, even if every single ballot came back for Wanggaard (which they won't), Wanggaard would still lose. Wisconsin has an excellent record of reporting the actual vote total, even in very close races (Randy Hopper and David Prosser, Jr.). For all intents and purposes, Wanggaard was defeated on June 5, 2012; the seat is no longer his.
