@Mjdestroyerofworlds and RickyCourtney: (as past editors) @Mliu92: (as potentially interested). The opening date has officially been announced as April 1 of this year. I'd like to get the article to GA quality (nominated, even if not yet reviewed) by the time it opens. Late March and early April will likely be the highest readership the article ever gets, and I think it'd be a good look to have a high-quality article by then. I can handle much of it - pre-1989 history, a new section on the design and planned services, lede, images and alt text, and general cleanup. If any of you have interest in helping with the 1989-2002 history (mostly just a couple missing citations in the planning, and expanding the construction information) that would be awesome. What is a dowel basket?

Dowels are used as a load transfer system for jointed concrete roadways. The first use of round steel pavement dowels in the United States occurred in 1917–18; minimum embedment is 8 diameters for dowels up to 34 in (19 mm) in diameter. In practice, dowels are typically 18 in (460 mm) long and spaced 12 in (300 mm) apart, center-to-center. The dowel basket is a wire assembly designed to position and hold dowels in place while the concrete cures. Some references:
