- Vice Versa and Vice versa are different pages. The former, attached to this talk page, is for the proper noun and is a disambiguation page, since "Vice Versa" could refer to several things. The latter, being the phrase with initial/no capital (Wikipedia treats "Vice versa" and "vice versa" as identical titles per WP:NCTR), is taken to refer only to the Latin phrase, and so redirects to List of Latin phrases (V)#vice versa. So I think we've got it all covered already! I certainly can't think of a better way of arranging the articles.
- For what it's worth, the various processes for moving a page are discussed at WP:MOVE. You won't be able to move a page yourself unless you register for an account and keep it in good standing for a little while, but anyone – including editors who don't have accounts – can request/suggest moves.
