Area for expansion - When was it discovered

One thing that I was not able to find in my research for this article was information on just when the composition came to light. Unlike KV.55-61 this sonata was not published by Breitkopf & Härtel, not was it included in the original Kochel catalog, but must have been discovered at a later time. So if anyone can find the citeable details on just when the piece was discovered, where it was found, by whom and what they wrote about it at the time, this would be a major addition to the article.
