Also the page name was unique ... or are you thinking of the Danish udsatte områder which is an expression there? enWP doesn't have an article for those areas yet. I believe the article name should indeed be changed, for instance to Vulnerable area (Sweden), leaving room for a more international article about vulnerable area with regard to Climate Change, which does not include the "presence of criminal elements" in its definition and can apply to different places on the planet. See, for instance, "Climate change poses disproportionate risks to human and natural systems due to differences in vulnerability and exposure. According to the IPCC (2014), vulnerability is the propensity or predisposition to be adversely affected." Need for this article? Merge or delete?

I have some questions about this article. The phenomenon of "vulnerable areas" is an international one, certainally not a uniquely Swedish one. As mentioned in the Million Programme article, the programme may have created a lot of these issues, but that is comprehensively if briefly mentioned there. I'd move to delete this article and merge it with Million Programme as one solution. Another could be to include it as a section in ghetto or No-go_area.
