editThe Wagner-Rogers bill did not have a religious restriction. It would have allowed 20,000 German children regardless of religion to immigrant to the US in addition to the existing quota for German immigration.
The bill had solid support in the Senate and would have been passed but was blocked at the last minute by North Carolina Senator Robert Rice Reynolds who wanted to ban all immigration to the United States for five years. It wasn't public opinion that stopped Wagner, it was the Senate seniority system and political maneuvering by Reynolds. Roosevelt stayed out of the battle because he had bigger fish to fry, specifically a massive expansion of the US military. Segregationists Reynolds and Vinson headed the military committees in the House and Senate.
