It is indeed awkwardly written. I assumed that the editor who added it meant to say something on the order of "He applied for recognition by the Allies as a person who fought against (i.e. 'persecuted') Nazi tyranny", but it could just as easily mean "He applied for recognition by the Allies as a persecuted victim of Nazi tyranny."
