What does "web" mean???

Key Issues
editThis article doesn't really explain why the BEP stopped producing web notes. This should be explained (I'd guess) under key issues. Can somebody add this info? The numismatic info is very interesting and useful, but we need to add to it, and this is far beyond my area of expertise.
