• "to an all-purpose road" is that a "thing" in the UK? What makes an A-road "all-purpose" and an (M)-road not "all-purpose"?

Yes, an A-road is by default "all-purpose" meaning it is a public highway accepting all traffic, including pedestrians, cycles, tractors and milk floats. M-roads, however, are restricted by the Special Roads Act 1949, which is why you used to get signs saying "NO L-drivers, mopeds, motorcycles under 50cc, invalid carriages, pedal cycles, pedestrians animals" (and still do in Ireland). In layman's terms, if you drive a HGV over a bridge (say, perhaps something delivering kegs of beer to the Parcelyard, King's Cross), it needs to be able to support the entire weight distribution so the road doesn't collapse under it. That's HA loading. HB loading is that and more, so you can do things like drive armoured tanks along the Westway in the event of an emergency.
