What about British Columbia governor James Douglas ?

Before Hubbard was elected to office, Wilson Ruffin Abbott (an American-born man of African descent and the 

father of Dr. Anderson R. Abbott, the first Canadian-born black medical doctor) was elected alderman, representing St. Patrick's Ward, by a margin of 40 votes in Toronto's 1840 municipal election.
