Can we further discuss "penetration?"

Sad to say, I just discovered this entry. It is certainly welcome. I love the table of installations; I hope to be able to add some information soon about some of the sites.

It occurred to me, though, that the entry would benefit from a more in-depth discussion of the term "penetration." This article uses windProduction/totalProduction as the definition. Some use "Capacity Factor" for that measure. Many use windCapacity/dieselCapacity for a penetration percentage. Arguments can be made for the utility of windCapacity/averageLoad or windCapacity/minimumLoad as better measures of penetration level. Moreover, people talk about low-, medium-, and high-penetration without very clear boundaries. This entry feels to me as if it's a natural place for that overview as well.

In any event, it seems to me that this entry should expand over time to include a deeper dive into the issues related to increasing levels of wind penetration. Before launching into any significant elaboration, though, I wanted to gauge the thoughts of other interested parties.

Penetration Observations

I think it also uses WindPower/TotalPower (i.e. instantaneous penetration), perhaps the definitions should use the penetration and a time period, e.g. annual wind penetration of 60% vs short term maximum penetration of 90%. As for levels for low, medium, high that seems to vary according to who you talk and their country but perhaps:

0..30% low penetration 31..80% medium and 81..100% high
