Synthetic antifreeze gene

I have been trying to clean up a variety of pages on GE food technology. The "Fish Tomato" by DNA Plant Technology is one of the most canonical. I have provided a link to the USDA's Environmental Assesment http://www.isb.vt.edu/biomon/releapdf/9107901r.ea.pdf but I am still confused about the line "The tomato plants have been modified by incorporating a synthetic antifreeze gene modeled from one isolated fromt he winter flounder." and how to describe the process, taking into account the concerns of both experts and non-experts alike.
