I notice the image page specifies that the image is being used under fair use but there is no explanation or rationale as to why its use in this Wikipedia article constitutes fair use. Who decided to abolish WIR?
editBabette Gross wrote in her Münzenberg-Biography (Stuttgart 1967) that in 1935 the Russian CC (which normally should be the Central Committee of the Communist Party of the Soviet Union) decided to abolish WIR. Lenin's part
editThe assumption that "the Workers International Relief was created in Berlin on September 12, 1921, in response to a call by Lenin, in order to recruit international support in response to a drought and famine in the Volga area", needs some verification. In most publications you will find the version as published in the article "Russian famine of 1921": "Although no official request for aid was issued, a committee of well-known people without obvious party affiliations was allowed to set up an appeal for assistance. In July 1921 the writer Maxim Gorky published an appeal to the outside world, claiming that millions of lives were menaced by crop failure."
