editI've rated the importance of the article as Low because the bill is one among many items on the change.gov agenda. I've rated the quality as C-class due to the lack of information about sponsorship, vote, supporters and critics. I'm not sure if applicable infoboxes are available, but it would be good to see inline references for at least some of the sources provided. Also, though I've done it myself before, describing a bill directly from its own text flirts with Wikipedia limits on WP:original research.
