Oppose merging, as these are separate surnames, even though they have similar English romanizations. However, the romanizations do depend on the Chinese dialect, as 徐 can be romanized as Xu, Hsu, Chui, Tsui, Choi, Chee (to name a few); and 許 could be romanized as Xu, Hsu, Hui, Hoi, Hua, Koh.
