It is in the WP:MOS that units should be consistent throughout (i.e. metric (imperial) or vice versa). Rainfall is almost entirely in mm nowadays anyway. It was switched because the pages on which the box appears eg Somerset are in imperial(metric). This is allowed under MOS as set out on Wikipedia:Manual of Style#Units of measurement where it says "For UK-related, the main units are either metric or imperial (consistently within an article)." for a long discussion see Wikipedia talk:Manual of Style (dates and numbers)#Use of metric units in UK-related articles.— Rod talk 17:42, 12 January 2008 (UTC)Reply
