The name is "Beer", not "Bar". See his homepage or any publication in English. Probably, due to some ambiguity, the name is sometimes spelled "Be'er", but this is certainly not the way Yishai Beer spells it. By the way, the actual pronunciation is, as far as I know (although it's kind of hard to find a voiced prooflink), "Ber" (בֵר).
