- Created Feb 1, nom Feb 5/new enough. 3761 char/long enough. Cited. Neutral. No apparent copyvios. Image per commons in PD. QPQ done. Hook at 195 char/within maximum. Cited and interesting. Minor tweak to hook, changed "orphans and juvenile defendants" to "orphans or juvenile defendants", as it was not exclusive that they be both per the source. GTG.
