Overall:
Info for hook is contained in two consecutive sentences followed by a cite, but why niggle? Editor could just as easily use a semi-colon to join the sentences and fulfill the letter of the core requirement, so why be silly about this? This article is GTG. I might add that an article about the judiciary that cogently and pithily explains importance of legal decisions in layman's terms is a very nice addition to our cathedral of knowledge here.
