"Use" here means "user". (There's no need for an inflection). This might seem to conflict with the Oldspeak noun "use", but there is only one correct use of everything, so the noun "use" can safely be substituted for oldspeak "user". There is just the need for the word maluse when something is used wrongwise. (That sentence-period might seem to conflict with the previous one, but it does not. All is resolved with doublethink).
