Of course the Taiwan area (Taiwan, Penghu/Pescadores, Kinmen, and Matsu) is under the ROC government, which has the TTSB (formerly ASC). Of course the Taiwan area isn't in this template. However, I also don't include neither Hong Kong or Macau, because those territories have separate aviation accident investigation authorities. This differs from the territories of the US, UK, and France, in which the U.S. NTSB, the British AAIB, and the French BEA have jurisdiction over. This is why the US/UK/France templates include their territories, but the China template does not include Hong Kong post-1997.
By the way, Hong Kong had a separate aviation accident investigation agency during the British colonial days too, and accordingly HK accidents are not included in the UK template.
