change over from Di Rupo to Michel

Currently it's still the Di Rupo government as the new Michel government has not taken the oath yet. Therefore I have returned the content to the Di Rupo government but have placed the Michel government as a hidden text. Only when the government officially has taken the oath, then Di Rupo should be deleted and the hidden text be made visible. But you can update the hidden text of course, as soon as further names and departments for the Michel government are announced. -- fdewaele, 10 October 2014.
