While most series boxes should only include one seal, representing one's highest office held (POTUS, VPOTUS, Governor, Senator, Secretary of __, etc.), Henry Clay's use of three is in this case warranted and justified. Having been three times Speaker of the House, he was the presiding officer over one branch of the U.S. federal government. As Secretary of State, he was the foremost cabinet officer. As a U.S. Senator, while not a formal party leader/President Pro Temp., he was an incredibly influential individual; Speaker would normally trump a general U.S. Senator, but because his service in the Senate up to as late as 1850, 25 years after Speakership, its significance is sufficient. Had he been President, Vice President, Chief Justice, or Governor, such offices would be an obvious and automatic selection for the seal at the bottom, due to the nature of such offices.
